David Morales is Executive Vice President and Chief Strategy Officer at Steward Health Care System, New England's largest integrated community healthcare provider. Morales manages various business units including the Strategic Business Solutions Group, which implements value-driven solutions companywide, and the federal and state public policy and analysis group. One of the key architects of Massachusetts Health Care Reform law (Chapter 58), Morales previously served as Commissioner of the Massachusetts Division of Health Care Finance and Policy (now the Center for Health Information and Analysis).
